For a Single Stranded RNA Molecule:
A) Adenine Content Always Equals to Thymine Content
B) Cytosine content Equals to Guanine content
C) Adenine content Always Equal to Uracil
D) Guanine content Does not necessarily equals to its Cytosine Content
I assume that C would be the right answer but my teacher said the answer would be D. Please help me. According to Chagaraff Rule Adenine Content Equals to Thymine Content and Cytosine Content Equals to Guanine Content . In RNA , Uracil is present so i think the Adenine Content Equals to uracil Content

This is not really bioinformatics and as such would have been more appropriate at https://biology.stackexchange.com/ But let's take a look at the following short hypothetical single-stranded RNA molecule and draw conclusions:
AAAAAAAAAAAAAACCCCCCCCCCCCCCCCCU
-> Answer D.
The Chargaff rule only plays a role in the case of double-stranded DNA, with a genome of sufficient size. I'd suggest you read about it on wikipedia: https://en.wikipedia.org/wiki/Chargaff%27s_rules

You're talking single-stranded RNA, so Chargaff's Rule does not apply here. The rule only makes sense if you have pairs (in which case A=T and C=G (or Y=R))
D) is the only statement you can make about a single strand; A is dsDNA-specific, C would apply to dsRNA and B applies to both (although with some exceptions due to different base-pairing in certain DNA regions, personally I'd always avoid "always" statements...)
