About PMC's FTP service

Hello. Have you used PMC's FTP service? Could you tell me what are files named in articles.~~.tar.gz, which are stored directly into "/pub/pmc/" directory? What's the difference between these files and similar files which are in the directory "/pub/pmc/oa_bulk/"?
