Why do some library layouts have two files when its a paired library layout?

I have noticed that the number of files to download are different based on the type of library layout. For example, the data here comprises of two files. Is that because it is a paired-end library layout and each file corresponds to the forward and backward strand? Or has the file just been broken up?

yes, and both files should contain the same number of reads and the same read-names in the same order

Read1 of the reverse file should have the same name as Read1 from the forward file.
