Is there a way to know which enhancer belongs to which gene or is there any database available with this type of data.

Or is it hard to tell since enhancers are cell line specific?

I basically try to annotate enhancer and gene data (= Their locations) that are located in the same Topological associated domain(TAD). I know that there are multiple gene's in one TAD. So its hard to tell which enhancer is regulating which gene or actually the promoter of that gene.

Any suggestions on this subject?
