You can try pandas or matplotlib python libraries, and I am pretty sure basic R graphics and ggplot2 can draw pictures like this. Microsoft Paint will be retired but is still available. On linux, you can try Dia or Gimp.

Thx 4 your reply. Because it's a common descriptive pic in Epigenomics ( Methylome), almost in every article. It's easy for who do analysis in the field to understand what i am asking from the y-axis. Any thx. Maybe you are wright. I will add more info.
