Repeatmasker libraries and their differences

Hello eveybody,

I have downloaded Repeatmasker and now want to get some repeat libraries for Human(38). I found this link, also this download page in Repbase which requires registration. I have no knowledge about Repeatmasker or libraries so could someone please explain a bit about the difference between these two?

Also, what is a Repbase consensus?
