Out of curiosity (and without intention to help you write a better question), what does a water laboratory testing do? How does a water testing laboratory uses bioinformatics? What kind of analyses? What kind of instruments? How long the data has to be stored? Number of tests per day / week / month? Number of clients?
Of course, none of the above will help anyone to provide better answers, it is just, as I said, curiosity.
I guess they are not using bioinformatics. To monitor drinking water quality, for example, I cannot think of an analysis where bioinformatics methods could be used.

You would not necessarily expect bad water quality in Norway. Anyway, if you coul get any significant amount of DNA sequence for a meta-genome, something must have gone really really wrong.
Another example where bioinformatics was useful (an could be more) is the 2010 outbreak of cholera in Haiti. Epidemiology and bioinformatics were used after the epidemic to trace its origin, but probably a 16S amplicon screening would be useful in detecting and preventing such outbreaks.
