Is it possible to create [TCGA CNV level3 data] with WGS data?

Hi,

I don't have SNP array data,

But I need "TCGA CNV level3 data format" to running software.

So, I wanna know to fommatting data from "WGS[fastq, bam...]" to "TCGA CNV level3 data( included segment_mean)"

please give me a hint. thanks.
