I am looking for some (ideally web-based) solution to manage, organize a run a journal club. Is there something available in this area? I tried searching but couldn't find anything related.

We use Connotea for this also, I like Mendeley. YOu can create groups and use them as a place to keep and discuss references. Journal fire looks interesting though. I'll have to check it out, perhaps write about it on our blog :D
In our group, we use wiki to manage the journal club. Wiki is open source and we can assign members to different user groups. The pdf files can be uploaded as attachment, and everybody can edit their own comment.
Which wiki do you use?
Just Mediawiki, http://www.mediawiki.org/wiki/MediaWiki. It is the background software of wikipedia. To modify LocalSettings.php can help users to customize it to fit their demands.
We're using Google Documents. Everyone just posts the articles they're going to discuss into a folder labelled by the date.
EDIT: Forgot to mention that you have to create a shared folder and grant all the members Read/Write access.
