Variant strand in vcf file

Probably a stupid question, but in a vcf file, are those two following variant similar ? Because it's the same snp but looking from different strand.

A>G at position chr4:10000    
T>C at position chr4:10000

I just realised that's it depend from reference genome strand...

it shouldn't , in a VCF alleles are always on the + strand of the REF

Ok thanks ! And the + strand is the one with 5' on the start of chromosome arm p. Right ?
