Just a small correction: BINC as I remember it was one of the most challenging Bioinformatics certifications in India - a friend of mine prepared single-mindedly for 3 years and when he attempted the exam, ranked in the top 10. He got into a premier research institute for his PhD. So, not an assignment, a lot more serious. OP should definitely be solving this by themselves.

Thank you for the information, this is serious business and I am not sure I could do this in only two hours (maybe in Perl but definitely not in python). This looks like a verbatim copy of an example sheet for this exam, so this might be an exercise as well. If op showed what was tried and where the problem exactly is this could as well be an interesting question.
