Can we get amino acid sequence translation annotation for all different species in NCBI?

In the paper below, Protein and nucleic acid sequence data for 151 species (10 eukaryotes, 19 Archaea and 122 Eubacteria) were downloaded with amino acid sequence translation annotation also from NCBI. http://rspb.royalsocietypublishing.org/content/royprsb/273/1591/1293.full.pdf

Is it possible to get the amino acid sequence translation for all difference species across the taxonomic tree?

I'm not sure I understand your question. Are you asking if it's possible to translate the DNA of all different species?

If so, then the answer is a resounding yes. The DNA code is largely invariant (with some small tweaks) between all forms of life. This is the entire basis for transgenic animals; so that a fluorescent protein from jellyfish can be expressed in a mouse.

NCBI has translation tables specified here. They are quite standardized and can be used (e.g in Biopython) to translate nucleotide to amino acid sequences.
