Finally found one for hg19 from gencode V19: http://hgdownload.soe.ucsc.edu/goldenPath/hg19/database/wgEncodeGencodeTranscriptionSupportLevelV19.txt.gz

I guess you could also use the never version of TSL - since the ENST transcript id does not depend on where it has been mapped. I think the ENST Ids should have survived the switch of hg version and still map to the same transcript - please correct me if I'm wrong
