Is there a curated list of which snps define mitochondrial and Y-chromosome haplogroups?

Is there some group or body that curates these data and is responsible for confirming the assignment of new sub clades etc. Where can I find out what snps or sequences correspond to specific haplogroups?

Thanks,
Matt
