Multiplex Primer Design to Distinguish 7 Bacterial Genomes

Hi there! I'm trying to design multiplex primers to quantify the abundance of 7 bacterial strains in a soil sample. I'm using a synthetic community, and have sequenced the strains, however they aren't reference strains. I'm sure there must be a tool or workflow suited to what I'm trying to do, but I can't find it! All other tools I've looked into either design specific primers against reference genomes, or assume you're designing multiplex primers to target SNPs or haplotype variants - not entirely different species. I tried manually using Primer-Blast and 16S rRNA, but the cross-species primer dimers were just too much to manage manually. Any advice would be thoroughly appreciated :)

I have used primerforge before and found it quite good - but note my experience is between genotypes within a species. I haven't looked at tools for cross species but it may indeed work.
