Finding gtf file for safflower

Hi,

I have to perform RNAseq analysis of safflower (Carthamus tinctorius) NGS reads. For that I need gtf file but counld not find from NCBI or Ensembl Plants.

Anyone please suggest from where can I get or I need to build gtf file. Also please guide strategy of building gtf file for the organism gtf file not available
