Dear Bioinformatics Community, disperion plot in question

Please help me explain this dispersion plot. How do we discern meaningful patterns from dispersion graphs? What statistical models and biological mechanisms influence these patterns? Can we derive actionable insights from these graphs to enhance our analyses? also using biological background how can i explain this to my lab mates who do not understand bioinformatics
