How to define the genes for active translation

i have the sequencing data for ribo-seq, and i I have done a comparative analysis and obtained bam files you know RNA fragments enriched with ribosomes represent the genes being translated, then i We then use htaeq-count for quantification so, i have some questions: How to define the genes for active translation? If we define it as having at least three different ribosomal binding sites on a gene, so how do we find and extract these genes
