Wrapping Things In Galaxy: Are There Real Conditional Statements? Functions?

I really hate copy pasting things. It's dirty. When I'm wrapping a tool in Galaxy and have mutually exclusive options it can involve a lot of copy pasting. For instance, if option A is mutually exclusive with B, but each allow a few extra options specific to A and B I shouldn't have to paste in the entire list of other options that they share twice.

So, does Galaxy's xml based command line tool wrapper language support if statements ("when" statements seem to not work for what I need), or functions?
