Duplicates probability depending on the number of flow cells

In this article there is such a statement about WGS reads from Illumina HiSeq 2500:

the probability of obtaining repeated reads from two independent flow cells is higher than from one cell

But I don't see how using 2 cells can result in higher rate of duplicates compared to 1 cell (in case of sequencing depth and other conditions being equal). Can anybody explain it?
