Does the GeneHancer v4.4 download include only double-elite enhancers / enhancer-gene associations?

There is no ReadMe for this file, and it does not correspond to the GeneHancer v4.2 described in the paper: https://academic.oup.com/database/article/doi/10.1093/database/bax028/3737828

Can anyone tell me whether this data set includes only the elite enhancers and the elite gene-enhancer associations (together these are the "double-elite" associations)?
