Confused about multiple runs (SRR) within an SRX
There are multiple SRR files within an SRX and I'm confused about what to do.
So do these "runs" mean that they are technical replicates of the SRX?
Or do they mean that they are partial runs of the experiment and need to be combined together?

Not necessarily. you should check the metadata for the entries.
I am looking at metadata, but I still don't get it. What information should I be looking for?
