Since several users asked about problems towards downloading and submitting data to ENA/EBI with and without Aspera/fasp, please be aware of their ongoing data centre migration programme that probably explains most of the connection errors users experience:

As part of the EMBL-EBI data centre migration programme, ENA data submissions will be disrupted between 11th up to the 27th of March, 2020. The actual service downtime may be slightly shorter than this. We will send an announcement as soon as data submissions are back to normal.
