How to check the distribution of genes with the same function across the genome?

I would like to see how the genes encoding for E3 ligases are distributed across the genome. My question is if they tend to cluster together or are dispersed? I would like to use GTEX, ExAC or Human Protein Atlas datasets as data resources.

Why do you need any of these resources? If you want to see the location, a simple GTF file with the coordinates should do, no?
