The address used by ANNOVAR seems to be out of date:

Not Found

The requested URL /goldenPath/hg19/database/esp6500siv2.txt.gz was not found on this server.

I could only find evsEsp6500.sql and evsEsp6500.txt.gz at the directory ( http://hgdownload.cse.ucsc.edu/goldenPath/hg19/database/ ) from which ANNOVAR tries to download this file.

Maybe you can try contacting ANNOVAR authors.
