NCBI makes a windows version of sratoolkit available. You can find the installers here. You can find a handbook about using these utilities at this link.

That said, you are going to find several limitations with trying to do NGS data analysis on windows (unless you have access to a commercial GUI based program). You may want to seriously consider using linux. You can install linux subsystem for windows if you are running Windows 10. This gives you access to a full install of linux (ubuntu and a couple of other distributions available) on your windows machine.
