It's called a lollipop plot. A lot of packages exist that can draw plots like this, and what you pick depends on what you need. For example, https://github.com/freezecoder/mutsneedle is a nice R package, but there are things in there that you cannot change and that is extremely irritating. cBioPortal has one too, but it's a tool where you will need to upload your data and generate the plot manually.
