I was wondering, are the datasets accessible in learning-ready form, as used in this paper(poster)?

So, how does one obtain GWAS data in form matrix_of_SNP and matrix_of_phenotypes, so it can be used for e.g., multilabel classification tasks. I am having a hard time finding this information.
