Planning to publish a new R package for analyzing and visualizing high throughput data. I was curious how students like myself involved (graduate students and/or post-doctoral students) could help advertise this package to the appropriate potential user community. One thing I can think of is maybe talks and/or demonstrations at conferences.
1 - What conferences are suitable for this type of activity (I so far have found 3 possibilities, with ISMB, GCCBOSC, and JSM). Are there any other possibilities we can look into?
2 - Are there other ways beside conferences to advertise the R package?

You can for example announce the tool here, and use e.g. Twitter to spread the news. Take into account that most "potential users" already are using something similar, so you need to convince them to change to yours. Also make sure you have clear installation and usage documentation.
