Maf to VCF file convertion, offline_cache not downloading

Hi All,

I am trying to replicate ensembl_vep_88_with_offline_cache.md as mentioned in this line --> here But i am finding some problem while Download and unpack VEP's offline cache for GRCh37, GRCh38, and GRCm38: i am not able to download /homo_sapiens_vep_88_GRCh37.tar.gz . I have kept it for 44 hrs but nothing dowlloaded not any error message displayed. Please help.

Code is: rsync -zvh rsync://ftp.ensembl.org/ensembl/pub/release-88/variation/VEP/homo_sapiens_vep_88_GRCh37.tar.gz $VEP_DATA

Secondly, can i use any other tools for converting .MAF to .VCF file ? i am finding it difficult to replicate the same the as motioned here, i feel its too technical for a biologist like me to understand.
