Looks like it is controlled access. I checked on the EBI ENA too, which make FASTQ files available, but no options there either. Contact the project manager or check the publication for details ?

You will need dbGAP access to retrieve data from SRA of this kind. This data I think was not submitted using normal SRA portal and was submitted through dbGAP portal : https://www.ncbi.nlm.nih.gov/sra/docs/submitdbgap/
