How to install PANDAseq to cygwin?

Hi, I tried to install PANDAseq following the tutorial. Unfortunately, I found that there are ways for linux, windows and Mac but not for cygwin. Is there any command line in cygwin to solve this problem?

what did you try? does the makefile fail outright on Cygwin

Given that you can install it on linux, windows and mac, why would you want it in cygwin?
