Runtime parameters request: average read/write speed & average total run time

Just a simple request for adding three new parameters to the CWL runtime section: a tool's average read/write speed and its average total run time. All three parameters could be used to help optimize workflow execution.

Hello! This looks like a feature request. Do you think it belongs in the standard as a required feature or would a particular implementation supporting this be enough?
