Open Source Influence Apis ... Is There A Service Which Has Already Mapped The Cross-References Between Papers?
Title handles what I'm after.
Basically if google exists there should already be a tool which traces references between papers. This would effectively be PageRank for research papers and act as a wonderfully solid base for replacing publishers.
