options for converting sra files other than nih sra toolkit

Are there any software packages other than the sra toolkit that are capable of converting to/from sra format? I remember seeing a thread somewhere where a poster provided alternative methods of converting from sra to fastq/sam (perhaps on this forum) some time ago, but haven't been able to find the post.
