Trasncriptional active genes

Hello to all

I'm interested in the percentage of transcriptionally active genes in a cell (in average or if possible in different cell types). Moreover the distribution of high, medium and low expressed genes (yes I know I'm asking too much...). Does anyone have a good reference on this issue?

Do you just want methods to define what genes are expressed (presumably then using quantiles to define high/medium/low) or do you want a database of some sort with defined expression degrees (if so, for which organism)?

I'm looking for percentages in average, I mean x% of genes in a cell are transcriptionally active and of these the x% have high levels x% medium etc. The exact definition of what are high or low is not really important, it is a qualitative issue.
