Guidance for a personal medicine data center

Hi friends

My questions are absolutely irrelevant to the website aims but I thought that one of the best place to use help of experts is Biostars. I searched through web and different group and various institutes who are leading in establishing biological data center for personal medicine purposes. I just find some of them which may not so relevant :

  1. Broad institute, Analysis
  2. iPlantCollaborative
  3. 1000 Genome project
  4. Arabian genome project
  5. England genome project ,....

In fact I want some guidance to know about structure and infrastructure of a big biological data center for archiving, managing, analyzing,... like Broad institute. What are the most important characteristics of biological data center? (Software , hardware , Working staffs)
