"Essentially complete genomes", how are they defined? · Biostar

"Essentially complete genomes", how are they defined?

I found quite often this term in recent papers. As far as I understand the "essentially complete genome", means that even though the genome is not closed, all the genetic features for that specific taxon were sequenced. However, I would like to read a definition of this concept. Do you know any reference for that?
