What type of sequence(DNA,mRNA,cDNA) is submitted to dbSNP?

For example in rs7441_DCN when the sequence we want to align with the corresponding DCN mRNA( NM_133507.2), it is completely aligned. BUt when we take the rs4646_CYP19A1 and tried to align it with the corresponding mRNA sequence(NM_000103.3), it is not getting aligned.Rather when we collect the reverse complement of the rs7441 and then tried the alignment , it was perfectly aligned to its corresponding mRNA.

"dbSNP accepts submissions as either genomic DNA or cDNA (i.e., sequenced mRNA transcript) sequence." For more info, refer to NCBI document.
