Oracle packages its Omics Data Bank, Cohort Data Mart, and Cohort Explorer products into a single solution currently sold as Oracle Healthcare Translational Research. It used to be called Oracle Health Sciences Translational Research Center, which is referred to in the marketing materials posted by genomax. The clinical data in the Cohort Data Mart are linked to the molecular data in the Omics Data Bank and Cohort Explorer is the user interface. It's primarily used by researchers for cohort identification and exploration. I recommend reading this article from Mayo.

For the curious, marketing materials and some actual details.
Looks like it has been around since 2012. It may be meant for those who don't have in-house bioinformatics expertise to collect/curate/warehouse public/private genomic data.
Or maybe a way for quicker query access to public resources through a unified interface/API?
