I need to download the entire genome sequence of the rat. From which database, I can download this.

A good place to look for information about genome projects is Genome at NCBI, which "Contains sequence and map data from the whole genomes of over 1000 organisms". http://www.ncbi.nlm.nih.gov/genome

FTP access to the data itself is also provided and is probably what you're looking for. Be aware that, as shown in the previos link, there are different assemblies for the rat genome sequence, including total chromosomes or partial scaffolds/contigs.
