how to install Picard tools in linux?

so I understand to generate a dict file using picard, I need to configure the picard tools. I downloaded the PIcard through the link: https://github.com/broadinstitute/picard/releases/tag/2.20.0. so I tried to send the picard to the bin directory, but I could not. how do I do that?
