I am not familiar with the DNA barcode software, but this looks like a (perl) regular expression to me, in which case the interpretation is as follows:
The letters inside the square brackets [] are options that can occur at that position, so for example [ATCH] means that the character at that position could be one of A or T or C or H. \w means a word character, generally taken to be any character from the letters A to Z, a to z, numbers 0 to 9, or the underscore character _. The number or numbers in the curly brackets following the \w specifies how many word characters to expect at that position, for example {20,60} means 20 or more (the minimum) up to a maximum of 60 word characters.
