estimation of tissue/cell type abundance and disease/condition using RPKM expression data

Is there a tool or website that will classify a single sample dataset with RPKM values for each gene into the corresponding tissue or tissues as well as the disease or condition of the sample?

So far I have seen a number of websites or desktop applications that do something similar, but they all have their nuissances:

PRECOG (only for non-profit organizations) https://precog.stanford.edu/about.php

CIBERSORT (only for non-profit organizations) https://cibersort.stanford.edu/index.php

GENETRAIL2 (more of a gene ontology type tool) https://genetrail2.bioinf.uni-sb.de/results.html?session=9fa4a723-c9fd-4dfd-aeec-25b9d1c10f86

ESTIMATE (only for cancers, no other diseases/conditions) http://bioinformatics.mdanderson.org/main/ESTIMATE:Overview

If I understood your question correctly, a tool like that would revolutionise science and the developer should win the noble prize.

PRECOG and CIBERSORT claim to do it, but the caveats are that it's only for non-profit organizations and heavily focussed on cancer.
