Off topic:RefSeq bin field to speed up range query

Refseq get me a list of known genes in a text file. One gene per line, containing different field like position, exon position, name etc...

From the documentation one of this fields is called " bin ". And the documentation said :

bin     703 smallint(5) unsigned    range   Indexing field to speed chromosome range queries

Do you know what's the purpose of this field ? How does it works ? Is it use for a binary tree search algorithm ?
