[Code] Converte fasta/fa files to fastq

Hey genius,

Throw me a powerful code to converting fasta/fa files to fastq.

One line perl code or one line sed, awk would be prefer. Of course, other multiple lines code is also welcome.

BTW: base qualities could be use artificial "I" or "F"

You may want to give a bit more thought to how you frame questions.
